Patrick Leifker

Executive Director

Over the past 15 years, I have had the honor of serving the Brown County Housing Authority in various roles, including my current role as Executive Director. My journey from the role of Housing Specialist to leadership has been driven by a deep commitment to addressing housing instability with compassion, innovation, and collaboration.

Our greatest impact has come through building strong partnerships with local agencies and organizations, allowing us to respond more effectively to complex housing challenges. These collaborations have led to creative, community-centered solutions that improve lives and strengthen neighborhoods across Brown County.

One of the proudest moments of my career was receiving the Innovation in Collaboration Award from the National Women’s Shelter Network, alongside a local nonprofit partner. This recognition reflects the power of working together to meet urgent needs and create lasting changes in the lives of the individuals and families we serve.  At BCHA, our mission goes beyond housing – it’s about building stability, opportunity and lasting community impact. 

Our work is far from finished, but with every partnership and every family housed, we move closer to building a community where housing is not a privilege, but a foundation for all.

I’m passionate about the work that we do at Brown County Housing Authority because I’ve witnessed how interconnected our community systems are.  I believe that stable housing is the foundation for everything else in life – the ability to build relationships, pursue education, maintain employment, and contribute to the community.  This belief drives every aspect of my work in affordable housing, because I’ve seen firsthand how the right support at the right time can change the trajectory of a family’s life. 

The complexity of poverty and housing instability requires patience, collaboration, and a willingness to challenge systems that aren’t working.  I’m committed to this work because I believe we can do better for our community members, and because every person deserves the opportunity to thrive.  Housing isn’t just a service we provide – it’s a fundamental human need that affects every other aspect of a person’s well-being. 

This work matters because stable communities start with stable families, and stable families start with safe, affordable homes.
