I serve on the Brown County Housing Authority because I believe that every person—regardless of background, income, or circumstance—deserves the basic human right to safe, stable, and affordable housing. Housing is the foundation for well-being, dignity, and opportunity. When individuals and families have a safe place to call home, they’re better equipped to thrive—physically, emotionally, and economically.

The work of the Brown County Housing Authority centers on advancing equity and expanding access to safe, affordable housing. The Commission works to break down systemic barriers and elevate the voices of those too often left out of the conversation. With a focus on the needs of the most vulnerable in our community, the goal is to help build a Brown County where everyone can experience stability, dignity, and the foundation of a place to call home.

Serving as Co Chair of the BCHA board aligns with my conviction that housing is a fundamental human right. I’m honored to help guide BCHA’s core efforts—to provide safe, quality, and permanently affordable homes for all individuals and families that reside in Brown County. Being an active member on this board is not only an honor but I’ve grown to believe it’s my duty to be a positive reflection of our diverse community

John Fenner

As a resident commissioner, my role is to enhance the make up of the board with my experience as a person who utilizes the services of the Brown County Housing Authority.

The Resident Commissioner position on the board allows me the opportunity to create a sense of balance and understanding between the board and its clients.

I strive to look at the Board as a means to enhance the public perception of the services provided by the Brown County Housing Authority.  As Resident Commissioner, I am part of a team working to accomplish the goals of the organization.

I joined the BCHA Board when members in my neighborhood had concerns about neighborhood safety and housing policies. As a commissioner I have advocated for improved background screening processes; including partnerships with professional background check services.

These improvements have helped the BCHA better serve our program participants as well as the communities where they reside. Over my years of service, I have seen how effective housing policies can create positive outcomes for everyone involved. My experience has shown me the importance of thorough procedures that protect both program participants and communities within Brown County while ensuring families have access to safe, stable housing.
